Since Flint is much rarer, arrows are now crafted with actual knapped arrowheads. These arrowheads can be made from Stone, Flint, or Bone.

Using a Stone or Bone Arrowhead results in one arrow. Using a Flint Arrowhead results in two arrows. Try puzzling that one out. It doesn't really make sense, to be honest.
